Revelation 17:18 identifies the woman as the great city that reigns over the kings of the earth.

Neville's Inner Vision

Identify the woman with the great city as the inner state of your own consciousness. That city is not a place in time but the habitual I AM you live from—the sense of self that commands the stage of your experience. The kings of the earth are the external authorities you have allowed to rule you because you have consented to their power by belief. When you reinterpret the scene and declare, inwardly, that you are the city, you dissolve the apparent sovereignty of those kings. The great city now becomes your ongoing awareness, a sovereign vantage point from which all events are imagined and made real. So turn your attention from the outer empire of appearances and treat your mind as the throne room where kingdoms are fashioned. Your task is to dwell in the realization that consciousness creates the kingdom; you are the ruler who writes the script. The verse invites you to assume that power and watch the world rearrange itself to reflect your inner state.

Close your eyes, assume the I AM presence, and repeat, 'I am the city that reigns over kings.' Feel this inner sovereignty until your outer circumstances begin to reflect it.
