Within you the little book is always open, and the sea and the earth are not distant kingdoms but states of consciousness. The figure in the verse is the I AM, your unconditioned awareness, lifting the book to reveal what you have forgotten: that the two realms are yours to rule by imaginal settlement. The sea represents your subconscious tides—fears, memories, restless hopes—rendered obedient when you stand with the assurance of the I AM and refuse to be moved by fear. The earth represents your concrete life—your body, habits, relationships, and daily work—transformed as you align feeling with fact and let your inner decision ripple outward. By placing your right foot on the sea and your left on the earth, you declare that nothing external can move you when you have an inner book opened by awareness. In practice, you revise your state until the page you read confirms your desired reality; you read your reality into being with the authority of I AM.
