The line about establishing them forever and a decree that shall not pass is the certainty that, once you have settled into a state through an assumption, it becomes an established law of your life—no gust of doubt can annul it. Your imagination is the creative instrument; praise is your inner alignment, acknowledging that the decree already exists in you. Do not seek it outside, but align your I AM with the image you desire until your feeling confirms its reality. The moment you impress the decided state upon your own consciousness, you set an unshakable order that endures.
