The verse envisions the nations fearing the name of the LORD and that when the Lord builds up Zion, He appears in glory.

Neville's Inner Vision

To one listening from within, the heathen and the kings of the earth are not distant rulers but idle states of mind. The line that they shall fear the name of the LORD signals a turning of attention from fear and control to the recognition of the I AM, the one awareness in which all names and kingdoms rise or fall. The glory is the shine of divine presence reflected in thought, feeling, and action. When the Lord builds up Zion, He is not constructing a city apart from you; He is lifting and ordering the inner state you call Zion—the state in which you know you belong to the Lord, that you are the Lord in expression. The act of building Zion is deliberate inner construction: you assume the end, you revise every doubt, you dwell in the feeling that you are already the glorified presence. As Zion rises in consciousness, disturbances recede, and the world begins to respond with awe as your inner center of gravity aligns with divine order. Prophecy becomes present-tense: the glory is within you, manifesting as your life.

Close your eyes and assume I am Zion; the Lord is building Zion in me now. Feel the inner glory as a tangible presence within.
