The verse describes delivering the slayer from vengeance and restoring him to the city of refuge, where he shall remain until the high priest's death.

Neville's Inner Vision

Think of the slayer as a belief within you—an old memory that would retaliate against your present happiness. The revenger of blood is fear pursuing that past. The congregation is your harmonized inner faculties—the I AM made conscious—that deliver mercy as the law. The city of refuge is a state of consciousness, a secure sanctuary where old reactions cannot touch you. When the congregation restores the slayer to refuge, you are choosing forgiveness and re-creating the past in light of your now-awareness. The death of the high priest—anointed with holy oil—signifies the passing of the old priest-self, the egoic image by which you formerly measured yourself. In that death, the oil of consecrated awareness anoints your mind, and mercy becomes the operative power. Thus the slayer remains sheltered until the old order dissolves, and you awaken to a higher vision that cannot be invaded by former fear. The inner city becomes your home, a luminous sanctuary where I AM dwells, unthreatened, whole, and free.

Practice This Now

Close your eyes, envision the inner slayer being led to the city of refuge by your inner council, and feel the oil of awareness seal the release. Then affirm, I AM safe, and dwell in this awakened state until the old self dissolves.
