The decree, the taxation, and the journey to one’s city symbolize how a state of consciousness moves you to the place or condition your attention believes it must attain. In Neville’s sense, outer events are the visible effects of inner assumptions. When you hold a belief that you are governed by lack or limitation, you enact a 'tax' on your life; when you revise that belief, you invite the birth of your true self in the inner city of your heart. The manger and the divine birth become symbols of awakening: the Christ idea already exists within you, awaiting recognition by a steadfast inner decree. Providence is the ongoing guidance that moves you to inhabit your inner state as your outer reality.
