'Fear and a snare' are the false beliefs that trap you in a future you do not desire; 'desolation and destruction' are the empty results you experience when you forget the truth of the I AM. The line 'Till the LORD look down, and behold from heaven' points not to a distant rescue but to the awakening of awareness within you. You are the I AM looking through the eyes of your own consciousness; when you realize that your life is the city seen by that divine observer, tears lose their grip as you identify with a stable, loving presence.
