Biblical Context

Those left in Zion and Jerusalem are declared holy. They are written among the living as a sign of being alive in consciousness.

Neville's Inner Vision

Those left in Zion and Jerusalem are not a crowd in space but a state of consciousness that remains when the mind refuses to be dragged into fear or doubt. 'Left in Zion' and 'remaineth in Jerusalem' describe inner positions—a vow to dwell in awareness where the I AM notices every moment. 'Holy' is not a moral striving but the natural condition of a mind awake to its divine writing. 'Written among the living' means your name is inscribed in the Book of Life by the act of imagining and of living from the finished state now. When you assume the state of holiness, you do not seek holiness from outside; you become the living remnant as you inhabit the inner Zion. Let each thought and feeling certify that you are already holy, already named in the living register, and observe the outer scene align with the inner inscription.
