'Asshur shall not save us' points to all external supports—laws, methods, men—that we trust to rescue us. In your imagination, you can undo this dependency by returning your attention from the projected power to the one Presence within. 'We will not ride upon horses' becomes the decision to stop seeking power outside and to trust the Spirit that moves within as mercy.
