The hard cases that come to Moses symbolize stubborn beliefs lodged in one aspect of mind; letting his father-in-law depart signals the release of those old limitations and the welcoming of higher attitudes. By choosing able men over the people, Moses models the creation of orderly states of consciousness—thousands, hundreds, fifties, tens—each with its domain, so the inner city (life) runs smoothly under a harmonious inner government. The essence is obedience to the higher counsel: he hearkened and did all that was said.
