Think of Deuteronomy 19:2–7 as a map for the soul. The three cities are not places on a map but fixed states of consciousness you plant in the land of your mind. The slayer is a former impulse—anger, fear, or a mistake—that could be pursued by the 'avenger' of guilt unless you create safe passage. By 'separating' three cities, you establish three habitual responses that keep the mind alive and nonreactive: Mercy, Justice, and Protection. In practice, imagine you now plant three cities within your inner country. When a surge of anger arises, step into Mercy, where forgiveness flows and you remember your essential I AM. When you must decide rightly, step into Justice, a state of clear discernment that honors the life within you. When fear or revenge presses, step into Protection, a boundary that preserves peace and safety. The road between them grows longer only as you linger in reaction; you can shorten it by returning to an assumed state. Claim: I am the landowner of these three cities, and I govern with mercy, justice, and protection. The outer map becomes inner reality as you dwell there and it is so.
