Verse 21 teaches that prophetic speech does not originate in the will of man, but in the movement of God within consciousness. In Neville’s sense, prophecy is the disclosure of what your I AM has already conceived, not a product of effort or clever forecast. The prophets were 'moved by the Holy Ghost' because their inner state yielded to the divine wind of imagination. Consider that place and time dissolve when you recognize all scripture as your own inner weather: places are inner dispositions; events are inner movements. When you feel drawn toward a word, a picture, or a conviction, that impulse is the Holy Ghost speaking through your imagination, not your vanity. The practice is quiet surrender: stop insisting on old plans and let the Spirit revise your feelings until you know you are the vessel through which truth travels. Dwelling in the I AM makes you a conduit for inner revelation, and what you speak becomes already true in your consciousness.
