In this scripture you are called to regard the governors of Judah as your inner states. The inhabitants of Jerusalem, spoken of as your own strongholds, are the awareness that the I AM stands in the Lord of hosts as your God. When the verse says I will make the governors like a hearth of fire among the wood and a torch in a sheaf, it is describing a transformation of your dominant thoughts from scattered fears into concentrated, consuming heat. Fire among the wood: a single radiant assumption burns away the surrounding conditioning; the torch in the sheaf: a bright, focused feeling awakens within a cluster of old stories, until north, south, east and west are cleared by the light of this inner conviction. Jerusalem being inhabited again in her own place signifies the return of your center of awareness to its rightful home—the quiet, persistent sense, I AM here, now, governing all appearances. As you align with that I AM, the outer events that once seemed adversarial are understood as the movement of consciousness toward renewal.
