Revelation 18:20 is not about distant judgments, but about your inner court awakening. In Neville's language, heaven and the saints are states of consciousness—the I AM that you truly are. When you accept the I AM as the sole authority, the 'her' of separation dissolves, and the 'avenging' becomes inner vindication: the old judgments collapse and the inner court rises in praise. The apostles and prophets within you are the faculties that discern, decree, and declare truth; they ascend because you have identified with the victorious I AM. The outer world shifts to reflect the victory of consciousness that has already occurred in you. The verse's triumph is the recognition that God's justice is not coming from outside but arises as your own awareness. As you dwell in that awareness, judgment turns into restoration, and the dream of enmity gives way to a kingdom within where righteousness reigns.
