The waters John sees represent the vast human collective in consciousness; the vision shows that outer images of culture and crowd arise from inner states.

Neville's Inner Vision

Not a geographical sea, the waters are your inner sea of beliefs, opinions, and feelings. The 'harlot' sitting upon them is a symbol of separation born from fear and attachment. When John names the waters as peoples and nations, he points to the universal stage of your inner drama. The outer world you call 'out there' is the projection of your inner states, the current of consciousness asking to be revised. To know the Kingdom of God, remember that God is the I AM within, the watcher of the waters. The diversity of nations and tongues is the multiplicity of thoughts; you can revise by assuming a state of unity—seeing that all beings are one consciousness expressing through many forms. By holding a state of wholeness, the waters harmonize into one sea of divine life, and the harlot’s power fades as fear yields to divine order in your life. The Kingdom is already present as your inner arrangement becoming visible.

Close your eyes, breathe, and say: I am one with all peoples. Then imagine the many waters flowing into a single, clear river and dwell in the feeling of unity as if it is already real.
