The passage states that a power is given to wage war against the saints and overcome them, with authority over all kinds of people.

Neville's Inner Vision

Revelation 13:7 is not a chronicle of distant empires, but a revelation of consciousness. The 'saints' are the who you are in the I AM; the 'beast' is a belief system that claims power over your attention and makes war on your divine image. The 'war' is the inner tug between your lower self-image and your higher self's reality. The powers over 'all kindreds, tongues, and nations' signify the widespread effects of a dominant mental state—the stories you tell yourself about lack, fear, and limitation—that permeate every relationship and circumstance. The scripture reveals Providence as the invisible choreography by which your present state invites its own manifestations. When you realize that God is the I AM within, you can revise the scene by assuming the state of total governance: that is, you are now the one who knows that you are protected, guided, and sovereign in your inner field. The power to overcome is not given to some external adversary; it is claimed by your inner assumption, your feel-it-real awareness, and your faithful attention to your divine identity.

Practice This Now

Close your eyes and assume the feeling: I AM within me, governing all that concerns me. Stay with that state until the sense of persecution dissolves and a quiet, victorious inner sight emerges.
