You are not addressing others out there, but the state of your own consciousness. The brutal terms in the verse are a wake-up call to shift from automatic habit to the bright light of the I AM. When you hear: 'when will ye be wise?' you are asked to revise your inner atmosphere until discernment becomes your habitual perception. See yourself as a being of choice, able to reinterpret events by imagining the wiser outcome in advance.
