The line about the congregation compass thyself becomes a reminder that your outer conditions reflect your inner state. To 'return thou on high' is a directive to revise your state of consciousness, to seat yourself upon the throne of the I AM here and now. When you assume the elevated vantage point—fully aware of the I AM as your reality—the surrounding voices lose their grip, because the power that circulates them is now redirected from fear or need into certainty and presence. You act for the sake of the inner assembly—those thoughts and beliefs that surround you—by choosing the higher state, you elevate your entire experience. The verse thus becomes an instruction to dwell, moment by moment, in the high awareness where God’s I AM reigns, and let the world align with that inner sovereignty.

Imitate the scene by assuming the state of the I AM now; feel the surrounding thoughts form a supportive chorus around your center, then silently declare, 'I rise to the high I AM now' and dwell in that elevated feeling.
