The psalm is an inner drama of consciousness. When the speaker says, 'if I have done this... if there be iniquity in my hands,' he names inner states that create outer conflict. The 'enemy' is not a person elsewhere but the belief in separation from your source. Any sense of having harmed another reflects a misalignment in your own feeling toward life; the persecution of your soul is the mind's way of waking you to the need for a shift in state. The cure is not punishment from without but a shift in perception: affirm innocence, align with the I AM, and let conditions reflect a corrected self-image.
