Within this psalm, fear at God's tokens exposes a state of consciousness that still believes signs are external, separate from the I AM. The 'uttermost parts' are not distant places but the far reaches of your own awareness where you have not yet claimed sovereignty. When you behold tokens—the rhythms of dawn and dusk—the mind may shudder if you insist the signs are apart from you. Yet the line states a law: thou makest the outgoings of the morning and evening to rejoice. In Neville's terms, the outgoings are the flows of consciousness that proceed from your living I AM. By assuming that these tokens are expressions of your inner state, you dissolve fear and awaken joy.
