When you claim that God is in the midst of you, you declare that your center is untouched by disturbance. The “shaking” and the “roaring” are only phenomena in mind; consciousness remains consistent and supportive. In this view, the help that comes is not from without but from within: an immediate uptick of comfort, certainty, and action as you align with the truth that you are the city, and the city is God.
