The sun and moon cannot hurt you because you are safeguarded by the round-the-clock keeping of your own consciousness. The psalm invites you to rest in the truth that all movements, going out and coming in, are preserved by this enduring presence. When you finally affirm that the Lord keeps Israel in the inner sense, you are affirming that your own inner life is guarded by a constant, benevolent I AM that does not sleep, but which you can become conscious of at any moment.
