The verse states that God dwells in the heavens and freely does what pleases Him.

Neville's Inner Vision

Your true identity is the I AM, and the phrase in the heavens points to a state of consciousness expanded beyond the noise of appearances. God, the I AM within you, is the sole governor of every scene, and He has done whatsoever He pleases because He is the rule of your inner kingdom. When you dwell in that inner heaven, you realize that events are movements of the mind within you, not distant acts upon a cold world. The verse invites you to stop translating life as separate from your thought and begin acting from the awareness that all power resides in the inner self. In practice, when you imagine a desired end—a healed body, abundant supply, or peaceful circumstance—recognize you are aligning with the will that has already been done in your inner heavens. This is not wishful thinking but waking to the truth that you are the imagination through which God works. Each moment is a rehearsal room where you accept, feel, and dwell in the reality you intend.

Practice This Now

Imaginative Act: Quietly assume the wished outcome as already true and feel the inner state of it. Persist for a few minutes, then move with that reality now.
