The verse declares that the eyes of the LORD are everywhere, watching both the evil and the good. It points to universal awareness as present in every place, inviting you to see that you are always within this watching I AM.
Neville's Inner Vision
Your verse might be read as a decree about a distant watcher, yet in my understanding it speaks to the inner scene of consciousness. The 'eyes' are the omnipresent awareness you already are—the I AM that sees, not an external deity surveying from above. When you believe the world is watching you, you project that state outward; when you realize you are the observer, you reform the very colors of the seen. The good you notice and the evil you resist are but two movements of the same living state. To dwell in the conviction that the I AM fills every space is to refuse to identify with lack or fear; you become the spaciousness in which all events occur. So the verse is a call to assume your total, all-encompassing consciousness, and to revise any conclusion about separation. In this light, the eyes that behold are the inner vision through which you authorize reality—your day is made by the state you hold.
