Behold the Numbers passage as a map of consciousness. The "congregation" is your inner jury of awareness, weighing a past act (the slayer) against the impulse to punish (the avenger). The "city of refuge" is not a place on a map, but a living state of attention where I AM protects and judges. In this state, the slayer is contained, protected, and kept from reaction until the old energy exhausts itself—symbolized by the death of the high priest. When that death occurs, the old law yields its power and I return to my land of possession with the realization that I am not governed by guilt, but by a higher discernment. The law here is mercy expressed through order: a spiritual quarantine for the mind so I can restore right relationship with life. Practice this now: in your imagination, assume you are already within the city of refuge, feel the I AM sheltering you, then allow the old self’s impulse to die and include the sense of renewed possession.
