When the assembly delivers the slayer to the city of refuge, you demonstrate that safety is a state of consciousness, not a place you escape to. The 'death of the high priest' symbolizes the ending of the old dream of separation, the old priesthood of guilt; the anointing with holy oil stands for the consecration of your renewed awareness. So the verse becomes a practical instruction: judge within, restore your right perception, and dwell in the refuge now. Imagination creates this reality: revise the scene until the feeling of safety is real in you, and your outer life will reflect this inner state.
