In the Neville Goddard idiom, the 'children of Israel' are your inner states of consciousness, and the census is the act of taking stock of what you actually accept as real in your mind. When you dwell in the I AM—the awareness that you are more than your surface feelings—you begin to count from within: which states are aligned with your divinity, and which are lingering impressions. The 'presence of God' is your unchanging I AM, always counting and sustaining, always ready to re-count and revise. The outer census mirrors the inner: you can reorganize your inner nation by directing attention, replacing old narratives with new ones, and choosing covenant loyalty to your highest self. Thus the verse becomes a manual for inner governance: you decide what to count, you bless what you count, and you disallow that which does not serve the unity of the self under God.
