The verse proclaims a future Star from Jacob and a Sceptre from Israel, a king who will prevail over adversaries. The deliverance is promised, and the speaker will perceive it only in time.

Neville's Inner Vision

Recognize that the Star and Sceptre are not external signs but events in your own state of consciousness. The Star out of Jacob is the flash of illumination within, the moment when a new vision of yourself as king appears. The Sceptre out of Israel is your ability to govern your I AM awareness, to hold steady in faith while appearances say otherwise. In this light, 'I shall see him, but not now' becomes a discipline of inner timing: the thing exists in the state of consciousness, and you awaken to it as you persist in the feeling of its reality. The corners of Moab and the children of Sheth represent outward troubles and inner doubts; yet the Star and Sceptre dissolve them as you refuse to yield to them. This is prophecy fulfilled in your own mind: the Kingdom of God is not coming someday; it is the order of your awareness revealed here and now. See the king’s rule as your own inner state, and watch the outer scenes arrange themselves to your fidelity.
