Notice that this ordinance fixes the outer sign to awaken an inner sense. In Neville's terms, purity is not a thing to be found in a distant ritual but a state of consciousness you assume and dwell in. The red heifer, spotless and yokeless, becomes a vivid image of your I AM, the unblemished awareness that has never worn the weight of past yokes.
