16But they and our fathers dealt proudly, and hardened their necks, and hearkened not to thy commandments,
17And refused to obey, neither were mindful of thy wonders that thou didst among them; but hardened their necks, and in their rebellion appointed a captain to return to their bondage: but thou art a God ready to pardon, gracious and merciful, slow to anger, and of great kindness, and forsookest them not.

God gave right judgments, true laws, and daily sustenance, yet the people rebelled and hardened their necks. The text closes with God ready to pardon, slow to anger, and rich in kindness.

Neville's Inner Vision

Within Nehemiah 9:13-17 I hear the I AM speaking to my mind, descending into Sinai as a present revelation. The right judgments and true laws are inner discernment I can trust; the sabbath and statutes become patterns of disciplined thought in my consciousness. The bread from heaven and the water from the rock are immediate inner provisions, meeting my hunger and thirst in the now, while the promised land stands as the realized state of inner peace and fulfilled intention. Yet I have often hardened my neck, clung to old stories, and dismissed the wonders of this inward activity. Still, God is ready to pardon—gracious, merciful, slow to anger, and not abandoning me. I revise my state: I am the I AM, the lawgiver and the landholder of my own mind, forgiving myself and stepping into the promised unity of consciousness.

Practice This Now

Close your eyes and assume the I AM as governor of your mind, descending into your inner Sinai. Feel the bread and water of inner life and declare, 'I forgive myself and enter the land of promised peace.'
