The line 'the number of the men of the people of Israel was this' is a measurement you apply to your own life: you count the inhabitants you reserve for the work of renewal when you decide that the covenant is yours now. The return from Babylon becomes your return to identity; it is you declaring, 'I am coming back to myself, I am the ruler of my inner city.'
