Within Micah 7:19, the 'He' is the I AM within you, and 'turning' is the turning of your own consciousness toward mercy. Mercy is not a distant act but a shift of attitude—an inner relocation from guilt to grace. When you entertain the state of forgiveness, the inner 'iniquities'—habits of fear, pride, and resentment—are subdued by your renewed discernment. To 'cast sins into the depths' is to release those old identifications into the sea of your awareness, where they lose their grip and fade beneath the rising tide of being awake. The law here is psychological: you create your reality by the state you assume. So choose the feeling of being loved, absolved, and free, and let your inner God-turning do the work of reform. The outward world then moves in harmony with the inner settlement you have already declared to be true. Mercy has already turned toward you; your task is to dwell in that truth until it becomes the texture of your life.
