Loosening them and presenting them to the inner presence—the I AM—means surrendering your faculties to be used by your higher self. The clause 'The Lord hath need of them' is not a demand from without but a recognition that your inner self requires these faculties for true expression. The promise that they will be sent straightway reflects the certainty that alignment with the inner demand activates support without delay. 'Go into the village' becomes a call to enter the sanctuary of consciousness; to 'loose them' is to let go of clinging patterns; and the declaration of need affirms trust in the inner order of your life. When this inner state is fixed, outward events tend to move in response to your awakened awareness.
