In the inner scripture, the verse reveals a law of consciousness: you are not at the mercy of external events, but co-create them with your inner state. The killer, the harmed, the return of the energy—these are states of mind that surface to wake you to your oneness with the I AM. The old maxim eye for eye is not punishment from God so much as the mirror of your own belief returning to you until you decide to release grievance and align with wholeness. When you dwell in awareness that you are the I AM, you become the cause rather than the effect; you can imagine true justice by imagining the other loved, restored, and included in your life. The outer scene then begins to reflect the healed inner state, as your perception alters the rhythm of events. Remember: imagination creates reality, and the measure of your inner justice becomes your outer experience.
