Lamentations 2:17 declares that the LORD has done what He devised and fulfilled His word, casting down what was decreed. It also notes that the enemies rejoice as the old order appears to prevail.

Neville's Inner Vision

Here, the text is a mirror of the inner life. The LORD is your I AM—the living awareness that has decreed your experience. When it says He hath done that which He had devised and fulfilled His word, it is saying that your present circumstance is the completed result of a state of consciousness you once accepted as true. The act of being 'cast down' and the lack of pity describe the dissolution of a former mindset—your belief in limitation or doom. The enemy's rejoicing and the horn of thy adversaries symbolize the doubts, fears, and habits that seemed to triumph while you held to lack. Yet the decree is not somewhere apart from you; it is within your imagination and, therefore, within your power to revise. To change your world, you reverse the assumption and feel the end as already real. Stand in the certainty that the I AM has fulfilled the decree, and let your outer life register that inward completion.
