The movement is from identification with lack to alignment with power; it is your consciousness expanding to include what you previously resisted. In this moment, you are not changing history but awakening your inner ability to act as the power you seek. The verse invites you to realize that empowerment is an inner state that can be invited, maintained, and moved through at will by your I AM.
