The slayer is the restless mind that accuses you or others; the refuge is the steadfast awareness that you cannot be harmed in the light of the I AM. By designating these inner cities, you affirm covenant loyalty — that your life is governed by divine law, not by guilt or punitive memory. Hence, righteousness and mercy dwell together, and the law is written on your heart by your own unfoldment of awareness. As you inhabit this inner refuge, you act in harmony with the whole; you bless and preserve life through compassionate correction, not outer judgment. The more you dwell in this I AM city, the more you realize that all justice flows from awareness itself, guided by love.
