Fear arises as a state of consciousness when you mistake the outer army for your reality. The command not to fear is a call to shift your inner center, to align with the I AM that already delivers the outcome. Joshua hears that the victory is not contingent on fresh stratagems but on the inner decree of being already delivered. In Neville's terms, the battles of Canaan are symbolic scenes played out in the psyche: the 'enemies' are habits, doubts, and old limitations that stand where a new awareness could reign. When God declares that the enemy is delivered into Joshua’s hand, He addresses the reader inside: the state of consciousness you inhabit is the hand that holds power over circumstances.
