Here, Job points to an outer scene where events seem ruled by a 'wicked' power and the faces of judgement are hidden. In Neville's practice, the earth is not a distant realm but the screen of consciousness; the wicked are your mistaken beliefs that powerful forces are external to you. When you identify with the 'I' that suffers under such power, you align with a state in which God’s I AM appears to be distant, and justice is postponed. Yet the question 'if not, where, and who is he?' is a beckoning to look inward: there is no external governor, only the belief system you accept. By assuming a different state—one in which the I AM governs every scene and imagination is the instrument of reality—you dissolve the illusion of power outside. The kingdom of God operates where you dwell in awareness, not where events collude against you. Providence becomes the felt sense of inner guidance, and righteousness is the alignment of your own consciousness with your divine I AM. The outer world then reflects a just inner order, not a capricious external regime.
