To the I AM within you, Job's question is not about a distant judge but about your inner state. When you feel cut off, shut up, or gathered—like a thought, a belief, or a circumstance contracting—remember: no outer event can hinder the I AM moving in you. The 'He' of Job 11:10-11 is the I AM you, the conscious center that knows all; He knows vain men and wicked acts as thoughts and habits within your own mind, and He will consider them because you, as the I AM, are aware of them. When you identify with a limited state, you experience hindrance; when you shift into the awareness that you are the sovereign power, the inner order rearranges itself. Practice the feeling of the wish fulfilled: you are the mover who gathers and cuts away as the I AM directs. So permit the inner hearing to conclude that all is already well, and watch circumstances align with your renewed vision.
