Neville reads this as a meditation on inner state rather than external history. The LORD is the I AM within you, and the ‘child’ is any limited self-image. When you hear, “Go to all that I shall send thee,” you are being invited to align your outer actions with your inner purpose, not to perform from fear or lack. “Whatsoever I command thee thou shalt speak” points to the creative force of your imagination—your spoken words are the outward ripple of an inward conviction. “Be not afraid of their faces” dissolves fear by recognizing the Presence as your own consciousness delivering you from doubt. The touching of the mouth represents the alignment of breath, speech, and destiny with inner authority. Your vocation arises the moment you assume that you are already the vessel through which truth speaks; the world then rearranges itself to fit that revelation. Practice this by assuming you are already sent and letting your inner voice dictate your next outward move.
