Within you, the 'him' is the I AM—the enduring state of awareness that creates. 'Give him no rest' is a discipline of assumption: you refuse to let doubt interrupt the conviction that the inner Jerusalem is already established. Jerusalem stands for a state of sovereign order and true worship; 'a praise in the earth' means that this inner alignment sweetly expresses in outward life. The moment you treat this as done—in imagination and feeling—you shift your entire life toward the outward manifestation. The verse does not plead from poverty; it commands the inner governor to press the work to completion until perception itself confirms the city is real. Practice with attention: dwell in the feeling of the city as if it were now; allow events in your day to reflect the inner order. You are teaching your system to accept a new standard of being: Jerusalem is praise, and praise is the earth's establishment.
