Within the verse, the whole cosmos speaks as a state of consciousness. The earth you walk and the heavens you imagine are pictures of your inner disposition. When the I AM speaks, it is your own awareness declaring: I have created, I have stretched the heavens, and I govern all your experiences. The Cyrus-like figure is not an external conqueror but the righteous tendency of your own mind raised up to do a work of liberation. The \"city\" is your inner order—the quiet throne room of God in you where decisions are made, where fear is not allowed to rule, where your captives—the memories, hurts, lack, doubts—are released not as a bargain, but as an inevitable fruit of imagining the end already accomplished. To believe is to align with the truth that God directs every path when you assume the feeling of the wish fulfilled. The command to \"let go my captives\" is the release from mental bondage you have accepted as real; you are the instrument who builds and liberates through the power of awareness.
