In this passage the questions are not about geography but the state of consciousness you inhabit. The waters, the span of heaven, the dust of the earth, the mountains and hills—all are inner measurements, not distant facts. To say who measured is to awaken to the truth that there is no external director over your life; the Spirit of the LORD is the activity of your own awareness. When you inquire who counseled God, you acknowledge that counsel comes from within your I AM, the universal decision maker you identify as yourself. Therefore no outside adviser or ancient tradition can set the path of judgment, knowledge, or understanding for you. The verse invites you to rest in a simple certainty: the order of the universe is an expression of your inner order. As you claim that you know the way because you are the living mind that orders all things, you enable creation to shift from potential to actual. Your present conditions bow to the authority you exert from within.
