The line about gathering the waters of the lower pool points to the emotional streams you have drawn into a single canal, letting them govern your inner weather. The passage invites you to recognize these inner configurations as states of consciousness, not facts etched into the world. You are tasked to revise your state by assuming a new inner condition: complete security, orderly presence, and unassailable peace. As you dwell in that revised state, imagination can re-script the pattern until the outer life aligns with the inner I AM. The inner city is yours to govern by your consciousness.
