Isaiah 16:1–4 speaks of moving from exile to refuge: sending a lamb to the ruler, and Moab offering shelter to the displaced. It asks for wise counsel, stealthy protection of the outcasts, and the end of extortion and oppression.

Picture the lamb as the quiet I AM, sent to the ruler of your inner land—your all-knowing awareness. The wandering bird is your scattered thoughts and fears, displaced from the nest of habitual stories, now gathered at the fords of Arnon within your attention. Take counsel with the awareness that your shadow can shade the noonday, offering shelter to the outcasts—those beliefs you have cast aside or hidden. Do not betray them; let every wanderer feast in the safety of your consciousness. Let mine outcasts dwell with thee becomes the practice: invite every neglected fragment of self into present awareness, shield it from the spoiler of doubt, and rest in the truth that the extortioner is at an end when you live as the sheltering I AM. In that inner city, oppression dissolves, as you remember who you truly are.
