Hosea 4:14 presents that punishment is not God's external act against acts like prostitution or adultery; rather, lack of understanding and false worship lead to the people's downfall.
Neville's Inner Vision
Take Hosea's line as a reading of your own inner field: 'I will not punish' becomes a declaration that no outer judge corrects your condition; the state you live in is your own imagining. The 'daughters' and 'spouses' are the voices and faculties within you—your desires, loyalties, and devotion—acting out what you believe worthy of attention. When they 'commit whoredom' or 'adultery,' you are not punished by some distant power; you are simply living in a consciousness that has chosen images other than the I AM. The clause 'for themselves are separated with harlots, and they sacrifice with harlots' speaks to the inner worship of shadows—idols of fear, lack, or hunger that separate you from your unity with God. The result, 'the people that doth not understand shall fall,' is prophetic of the consequence of unidentified belief: you fall because you have forgotten your true nature as consciousness. Yet this is not doom, but a call to revise the inner state. By recognizing that all acts arise from your state of awareness, you can reverse the scene by assuming the one self—that I AM—rules here, and by feeling it real.

Assume the feeling that I AM is the sole governor of your life; revise any story of punishment by affirming, 'I am always in God and God in me.' Then feel the reality as if your inner faculties are united in one purpose.
