In this reading, the question is not about a city but about your inner balance: when your inner tenets—truthfulness, mercy, justice—are present, you do not destroy the parts that seem wicked; you spare the overall pattern of life for the sake of the righteous within. If you can find fifty righteous within, you demonstrate that your awareness can cover and redeem your whole scene. Spiritual leadership is not coercion but alignment—assurance that right order rises from the inside, and mercy flows where it is invited by your belief. This is the inner decree: the I AM will do right in you, through you, and as you.
