Consider Israel not as a people apart from you but as a state of consciousness you inhabit. The verse speaks of sanctification as a deliberate inner arrangement: the I AM, the Lord, is the living governor of your inner city, and His sanctuary is placed in the very midst of your thoughts, now and always. When you treat this sanctuary as permanent, the noise of doubt, lack, and delay quiets, and the world bears witness that your inner temple is real. The 'heathen' who know outwardly are simply your old conditions recognizing the new order, for there is no separation between God and your awareness. To sanctify Israel means to affirm that your core is holy, loyal to the Covenant of I AM, and that revelation flows from within to without. The forevermore is your present certainty, a continuous dwelling in the divine presence. Practice by resting in the assumption that the sanctuary lives inside you and that you dwell there now, irrespective of appearances.
