Seen through the I AM, the mountain is a symbol of your higher self, the state you will embody. The bounds around the people are the interior safeguards of your present consciousness, the restrictions you place on thinking until you are ready to enter a higher vibration. To touch the border is to move from the known self into the unknown without inner alignment; the penalty is not annihilation but a sudden shattering of the old self—the death of a wholly identified state. The trumpet's long blast is the decisive affirmation of the inner ear—the moment your imagination agrees with the state you desire and your feeling lives there. Only when the heart remains faithful to the shift and does not touch the border prematurely, does the ascent occur; the people come up to the mount when the inner decree is fully born. Thus, the verse teaches that safety and sacred ascent depend on your mental boundaries and your unwavering attention to the I AM within.
